The Village Manager is an appointed position and serves at the pleasure of the Village Council. The Manager oversees all the departments of the Village including the clerk’s office, the treasurer’s office, the department of public works, police services, contracts, employees, purchases, budgeting and finances, and acts as the executive director of the Downtown Development Authority. The position was established as an appointed position in 2007 and Tom has held that position since, previously serving the Village as its finance director.
With the council and president elected every four years and often consisting of business owners, or, holding full time jobs themselves, the council chose to establish the position in order to maintain some continuity of direction in policy and procedure. As well, the manager deals with the everyday works of the sewer, water, and street maintenance systems in the Village and is the key contact, or liaison, with other government agencies both within and without the Village, serving as a member of the board of directors of other agencies.
Tom is normally in the office from 8:00 a.m. to 4:00 p.m. on each day of the week, in an out based on the number of other meetings that may take up the typical day. Click on the links below to view the Village’s financial condition in the “Dashboard” and the “Citizens’ Guide to Local Finances.”
